[ Smart Approve ]
Every document still needs a human to open it and check it, even when the answer is already sitting in a government register that just confirmed the licence is genuine. Smart Approve closes that gap for the one case where it's safe to: a live register match with nothing else flagged.

One toggle, in Settings -- off by default.
The real government register, not a shortcut -- currently NSW live-API licences and White Cards.
Licence number, holder name, and status all line up, with nothing else flagged -- approved the moment the register confirms it, no one has to open the document.
A mismatch, a low-confidence extraction, or a register result that doesn't fully line up falls through to a human, exactly like today.
Smart Approve only ever auto-approves off a live government register confirmation -- never off AI extraction confidence alone, and never for a document type without a real register behind it (insurance and every non-NSW licence still route to Manual Review). An optional spot-check sampling percentage lets a GC route some otherwise auto-approvable documents to Manual Review anyway, purely as an ongoing quality-control check.
No -- the opposite. It only ever approves automatically because the register check already came back clean. It removes the manual click, not the verification.
It goes to Manual Review, exactly as it would with Smart Approve switched off -- nothing is ever rejected automatically, only approved automatically, and only on a clean match.
An optional percentage of otherwise auto-approvable documents still get routed to Manual Review anyway, purely so a GC can spot-check that Smart Approve is behaving as expected -- a quality-control setting, not a requirement.
No -- there's no public register to check insurance against, so it always goes to Manual Review regardless of this setting.
